Carlsbad Parents to Hold "No Queens" Rally Wednesday Against Board President’s Abuse of Power

Carlsbad, June 25, 2025 – Carlsbad parents and community members will be rallying in front of the Carlsbad Unified School District Office at 5:15pm on Wednesday to support the CUSD Board’s plan to fight back against Board President Kathy Rallings and her attempt to take $3.1 million out of the fiscal reserves budget without authorization.

The “No Queens Rally” is in advance of an emergency Special Board Meeting at 6:00pm where the Board plans to remove Rallings’ unauthorized reserve transfer and approve the 2025-26 budget days before the June 30th state deadline. After the rest of the Board unanimously agreed to the Special Meeting last week, Rallings announced that she would not be attending.

Attendees will also be asking the Board to remove Rallings as Board President after a series of heated discussions at last Wednesday’s meeting where Rallings tried to prevent another trustee from asking a question, began insulting a trustee who disagreed with her, and refused to perform her duties as Board President to guide the trustees through the procedure to amend the budget. CUSD Board Meetings have become increasingly heated since December 2023 when Rallings rotated into a year-long role as Board President. Numerous fights with fellow trustees ensued, including an incident where she refused to place an item on the agenda and kicked the Board Vice President out of the planning meeting, resulting in the Board having to vote to force Rallings to include the VP in the meeting.

In December 2024, Rallings refused to follow the governance rules to rotate out of her role as President and has continued to make improper and unauthorized requests which appear to benefit her employer, the powerful California Teachers Association (CTA). In 2024, the Fair Political Practices Commission (FPPC) found that she violated state law 3 times by continuously failing to disclose her union employment and income. The Board took no action against her after the FPPC findings.

The No Queens Rally and Special Board Meeting will be held at the CUSD District Office at 6225 El Camino Real in Carlsbad.
